An aquatic provider is an individual or organisation that delivers swimming or aquatic services within a facility they do not own or operate. Providers typically hire or lease pool space from leisure centres, schools, hotels, or other third-party venues in order to run their sessions. They are responsible for staffing, session delivery, and customer experience, but do not manage the operational or facility-related aspects of the swimming environment.
Example: A swim school running lessons at a hotel or community pool is acting as an aquatic provider.
An aquatic operator is an individual or organisation that not only delivers aquatic services but also owns or manages the swimming facility where those services take place. Alongside programme delivery and staffing, operators are responsible for the full management of the facility — including pool maintenance, water quality, health and safety compliance, and day-to-day operations.
Example: A swim school or leisure centre that runs its own pool is considered an aquatic operator. Operators must be able to demonstrate active facility management, including up-to-date service records and maintenance logs.
